California cities have sister cities around the globe, but an attempt by an Irvine councilman to befriend the Vietnamese city of Nha Trang rekindled anger and resentment that continues to simmer four decades after the end of the Vietnam war. Hundreds of anti-Communist protesters from Orange County's Vietnamese community descended on Irvine City Hall to decry the friendship arrangement.
